    Here's a design that uses two 74LS221's (U1 and U2) and one 74LS00 (U3).
The wiring schedule:

C1 = 10 uF, 10 WVDC, electrolytic (+ on pin 6)
C2 = 25 uF, 10 WVDC, electrolytic (+ on pin 6)
C3 = 0.22 uF, 50 WVDC, mylar
R1 = 68 kohm, 1/4 W
R2 = 1 kohm, 1/4 W
R3 = 4.7 kohm, 1/4 W, in series with 50 kohm variable resistor
R4 = 68 kohm, 1/4 W
SW1 = left button (other side to ground)
    The above values should provide a 0.5 second delay and a pulse rate of from
1 to 10 per second.  In the TIE POINT column, "1 (C1)" means connect to point 1
through C1.
