The file, "RS232.BIN" (it's been in comp.binaries.cbm), contains instructions and a hi-res schematic for building such a device for the C-64. A better way to go, I think, is to use either a SwiftLink or a Turbo232 cartridge; CMD currently sells the Turbo232. Each of those devices supports up to 230,400 bps; Turbo232 gives you two extra speeds. The cartridges are for the expansion (cartridge) port.
