You scan the code, looking at it through a small window or
"peep hole", ie you look at a few consecutive instructions at
a time, looking for sustitutions to make that are smaller
and/or faster.

You may know it by a different name.
Basically it treats things like:

00111110

as

01000000-00000010

I know I've seen it somewhere in some discussion
of multiplication on the C64, though maybe not by that
name. (there are a number of variations but "Booth's algorithm"
is the one I've seen most often)
