Which version of VICE do you use? I have a PPro200 ,
VICE 0.15.0 with VICE video
cache disabled, full refresh rate, double size and still get
120-130% Even if I add double scan I still get 110%.
Only after adding true1541 emulation speed drops to 100%.
But when I use the display cache it goes up to > 300% again :-)
All of this with sound disabled (no card), but then it's also a PPro200
only (with an old S3 card)

I guess it's not the fault of VICE.
